The example below portrays four commonly used deicers at various stages  in the melting process. The first stage a deicer enters is when the surface of the material changes into a brine. It is this solution that actually performs the melting action.

As the deicer is transformed into a brine, it begins to melt the ice or snow. The final stage for an effective deicer occurs when the material has melted through the ice or snow and broken the bond with the surface.
